Via coolthings

The DryZone 200 offers 100% watertight protection with the help of a special exterior zipper called the TIZIP, which completely shuts the bag’s interior from water penetration when closed.

When less protection is needed, you can leave the TIZIP open and just close the inner zippers (the patended TIZIP is specially stiff, which makes for a slightly more difficult time when opening and closing).

LowePro claims it will even float when dropped in the water (even when filled with your stash), so your equipment will survive long after you drown in the ocean.
